Fairer Share has made a Budget submission because the Autumn Budget is an opportunity to begin serious, evidence-led reform of two taxes no government would design today: Council Tax and Stamp Duty.
One is still based on 1991 property values, while the other penalises people for moving home. Together, they place unfair pressure on households, weaken housing mobility and leave councils trying to fund modern services through an outdated tax base.
