Removes the unpopular and dysfunctional Stamp Duty

Stamp Duty is imposed on property owners before they have even collected the keys to the front door. This tax is enormously unpopular, hinders mobility and is anti-aspirational. With our Proportional Property Tax it would be scrapped.
